President Benigno S. Aquino III appointed Dr. Maximo Q. Mejia, Jr. as Administrator of the Maritime Industry Authority (MARINA) of the Philippines in May of 2013.
Dr. Mejia is a former naval and coast guard officer. At the time of his appointment, Dr. Mejia was Professor at the World Maritime University (WMU), an educational institution established by the International Maritime Organization (IMO) to serve as the global center for advance maritime education and research in Malmö, Sweden, and the Head of its Maritime Law and Policy program. While at WMU, he also held visiting professorships at the United States Coast Guard Academy and Lund University Faculty of Law.
He has been a lecturer and speaker at workshops and conferences in 30 different countries, and he is the author of 60 published papers and the author/editor of 7 books, Dr. Mejia teaches and writes on maritime policy, maritime law, human factors, safety, and security-related issues.
He earned a Bachelor of Science at the United States Naval Academy (Annapolis, Maryland) and a Master of Arts in Law and Diplomacy at the Fletcher School (Tufts University, Massachusetts). He also has a Master of Science in Maritime Safety Administration from the World Maritime University (Malmö, Sweden) and a Doctor of Philosophy from Lund University (Lund, Sweden).
Mejia is a member of the Philippine Military Academy Class of 1988.

Roilo Golez is a graduate of the United States Naval Academy at Annapolis. He served 14 years in the Philippine Navy. In addition, he served three years as a member of the Philippine Cabinet, serving as National Security Adviser, overseeing the country’s counterterrorism and national security program. He also served six terms as a Congressman of the Republic of the Philippines. He consistently received the award as One of the Most Outstanding Congressmen of the Philippines, He has served as Chairman of the Committee on Public Order & Security, Chairman of the Committee on National Defense and as Deputy Minority Leader.
Dr. Batongbacal earned his Bachelors degree in Political Science, at the University of the Philippines Diliman. He also completed his Bachelor of Laws at University of the Philippines, ranking ninth in the graduating class, College of Law, University of the Philippines Diliman. In addition he earned the degree of Master in Marine Management, Dalhousie University. He was awarded the degree of Doctor in the Science of Law, School of Law at Dalhousie University. In addition he was awarded US ASEAN Fulbright Research Fellowship. Dr. Batongbacal is a well-recognized expert in his field.
Mr. Rancho Villavicencio is a graduate of the University of Makati. The MRPRP is part of a coalition with a single objective, “to assist seafarers and their families with the humanitarian aspects of a traumatic incident caused by a piracy attack, armed robbery or being taken hostage.” Mr. Villavicencio also worked with the has worked intensively on the front lines with seafarers who have been involved in incidents of piracy.
Jens Vestergaard Madsen is a Senior Project Associate for the Oceans Beyond Piracy (OBP) project at the US-based One Earth Future Foundation which he joined in September 2010. Jens is responsible for OBP’s support to the Contact Group on Piracy off the Coast of Somalia’s Technical Sub Group on Maritime Situational Awareness, and has co-authored several reports and papers on maritime piracy. He also works closely with OBP’s Director to implement OBP’s mission of a long term and sustainable solution to maritime piracy through collaboration with stakeholders from governments, the maritime industry and civil society. Born and raised in Denmark, Jens received a Master of International Studies degree from Seoul National University in South Korea, majoring in International Cooperation. He also holds a BSc degree in Business Administration and Chinese Language from Copenhagen Business School, and has studied Chinese at Tsinghua University in Beijing.

Mr. Forbes is a private business consultant, author, and public speaker residing in Manila. He is Senior Adviser for The Arangkada Philippines Project at the American Chamber of Commerce of the Philippines and chairman of its Legislative Committee. As Senior Counselor of Vriens and Partners Pte. Ltd. of Singapore, he assists clients with government relations and trade and investment projects in the Philippines.
Mr Forbes is the author of Arangkada Philippines 2010 and two AmCham Roadmaps to More Foreign Investment in the Philippines. The American Enterprise Institute published his monograph Jamaica: Managing Political and Economic Change in a Third World Democracy.
Educated at Georgetown, Princeton, and Harvard universities, Mr. Forbes served as an American diplomat for 25 years, beginning in Vietnam and the Philippines. He also worked in the US Congress, the Policy Planning Staff, and as a Special Assistant to the Undersecretary of Political Affairs.

Richard has extensive strategic engagement providing effective solutions for clients operating in high risk areas. Allmode Limited provides a range of Risk Management and Security services to global clients. Richard received a B.Sc. from Anglia Ruskin University at Cambridge, U.K., and a Masters degree in Export Management & International Business degree from Bournemouth University, U.K.
