As Chief of Contracting at SERMC (Mayport, FL), he served as the principal contracting advisor to NAVSEA senior leadership and directed the full-spectrum of contract procurements for a 1,000+ personnel command.
A retired U.S. Marine Corps Officer, Mark held a Top Secret Security Clearance, led contingency contracting in the Horn of Africa, and managed contracts exceeding $300M. He holds an M.S. in Acquisition & Contracting from the Naval Postgraduate School (GPA: 3.75) and a BBA from the University of Mississippi.
Justin is an accomplished contracts professional with 15+ years of experience overseeing multi-million to billion-dollar agreements in aerospace manufacturing and federal nuclear programs. As Oversight Manager for CM Procurement at Savannah River Nuclear Solutions (SRNS), he established the formal oversight function for a capital-intensive NNSA initiative, leading a team conducting procurement reviews and compliance evaluations exceeding $100M.
Previously as Global Commercial Manager at GKN Aerospace, Justin led a $2.2B Boeing supply contract and negotiated multi-year agreements of $300M–$750M for Boeing, HondaJet, and Honeywell. He served as FOCI Coordinator for cleared contractors on-site and holds a B.S. in Business Administration from Indiana Wesleyan University.
